    I was wondering where maze heard that. But – I found this and it makes sense.

    Casey will have to pay the court fees and fines associated with each charge . . . The only money Casey has is in her Commissary Account & this will be taken away to pay for the fines & fees. Likewise, any further money put into her account will be taken to pay for the fines & fees.
